The use of Park & Recreation Facilities is open to the public on a first come first serve basis. To ensure availability and use of a desired facility, facilities can be reserved for a fee. The following fee shall be imposed for the use of the Borough-owned facilities below and shall be made payable to Richland Borough upon reservation of the facility. For the reservation of a facility the renter shall submit an application and sign a facilities use and release agreement.

No charge or payment of the applicable fee shall in no way absolve the renter of the liability for the cost to repair damages. Fees to repair damages shall be assessed at the actual cost of the repairs. Any additional fee imposed following the use of the below listed Borough-owned facilities shall be made payable upon receipt of an invoice

*** Sports equipment available with a refundable $25.00 deposit.
*** Park facilities fees will contribute to future park maintenance & repairs.

SPRING YARD WASTE COLLECTION
Collection Day/Date:
- Collection date is Thursday, April 30, 2026.
- Yard waste must be curbside by 7:00AM. Collection is dependent on weather, in case of inclement weather, yard waste will be collected the next nice day.
GUIDELINES FOR COLLECTION:
- Place piles curbside away from obstructions such as signs, poles, mailboxes, cars, intersections, and any objects which may interfere with loading & collection.
- Do not place materials in bags or containers.
- Prohibited items will be left on the property and will be the owner’s responsibility.
- To prevent damage to collection equipment, guidelines must be followed. Materials will NOT be collected if guidelines are not followed.
Acceptable Yard Waste:

- Tree branches up to 5 inches in diameter and 6 feet in length.
- Twigs or other woody sticks.
- Cut hedges/bushes with woody stems.
Strictly Prohibited:
-
- Edging’s (clumps of grass & dirt)
- Regular grass clippings
- Poisonous plants
- Stumps/logs
- Nuts/fruit from trees or plants
- Wooden, plastic or metal garden stakes
- Plastic flower/plant containers
- Animal excrement
- Garbage or other foreign materials
- Root ball/root system
- Furniture of any type
- Stones
- Dirt
- Tall, ornamental grasses
- Garden residues including weeds, flowers, and plants
- Chemically treated products
- Branches bigger than 5 inches in diameter or 6 feet in length
- Leaves (leaves only collected during specified leaf collections)

SPRING & FALL LEAF COLLECTION
SPRING LEAF COLLECTION: One-Day Collection to occur May 1, 2026.
FALL LEAF COLLECTION: to begin on October 13TH & end on DECEMBER 5TH OR will cease on the first measurable snowfall, whichever comes first.
- Collection Days will be Monday & Thursday each week, please have leaves curbside by 8:00AM. Collection is dependent on weather, in case of inclement weather leaves will be collected the next nice day. Collection’s occurring Monday & Thursday to avoid conflict with refuse collection.
GUIDELINES FOR LEAF COLLECTION:
- Place leaves away from mailboxes, cars, and other objects to allow space for equipment to operate, if this is not adhered to the leaves will not be collected.
- Collection is for leaves only, any other debris or items that will damage the equipment WILL NOT be collected.
- Place Leaves in long narrow rows in the roadway approximately one foot from the curb.
- Place leaves curbside along streets. Due to the size of the machine the leaf truck will not collect in any alley.
DO NOT:
-
- Piles may not include grass clippings, sticks, dirt, rocks, animal feces, or garbage.
- Leaves may not be placed in bags or containers.
- No large round piles & avoid placing leaves near objects.
- Piles not to be placed for collection more than one week prior to the start of collection.
