New Elevated 500,000 Gallon Storage Tank to Improve Water Pressure, Service Reliability, and Fire Protection for Richland Borough Residents
July 25th, 10 am, Groundbreaking ceremony will celebrate the latest in a series of grant-and PENNVEST funded infrastructure modernization efforts by the borough
Richland Borough is hosting a groundbreaking ceremony July 25th, 2026, for a new water tank to be constructed at 40 Georgie Lane, Richland. The 500,000 gallon, elevated storage tank will help the borough maintain more consistent pressure, better assist with fire flow demands and emergency water supply, and provide redundancy to an aging reservoir. This water project is the second major water system upgrade completed in recent years, which follows the finalization of Well #9.
The Borough has been a pioneer on improving their historic Borough and has recently received funding for: The Water Tank, Dr. E.O Moehlmann Park Revitalization Phase 1, Well #9, Neptune Fire Department Equipment, Millbach Waterline Extension, Maple Street Water Line Upgrades, Dr. E.O Moehlmann Park Revitalization Phase 2; and entered a Contribution Agreement with PennDOT for the recent N. Race Street Improvements. The Borough is in the process of securing funding, or additional funding for: the Millbach Water Line Extension, Maple Street Water Line Upgrade, Dr. E.O. Moehlmann Park Revitalization Phase 2, Main Street SWM Facility Lining, Water Transmission Main Upgrades, and their own Subdivision and Land Development & Stormwater Management Ordinances.
This is an impressive capital improvement program for a borough of approximately 1,600 residents, made possible by a highly successful grant acquisition strategy. These projects have received more than $7.5 million in grants and subsidized loans from PENNVEST, the Commonwealth Financing Authority, The U.S. Department of Housing and Urban Development (HUD), the Pennsylvania Department of Conservation and Natural Resource, and the Pennsylvania Department of Community and Economic Development. State Senator Chris Gebhard and State Representatives Dan Meuser and Russ Diamond played an instrumental role in securing these funds for the borough, as did the borough’s engineer, Herbert, Rowland & Grubic, Inc.
“We’re immensely grateful for the support from our senator and representatives,” noted Kelly Bricker, Borough Council President, “This funding helps us improve quality of life for our borough residents without passing on burdensome costs through taxes and fees.”
